I've never heard this quote - but it's a good one apparently erroneously attributed to Ben Franklin expressing what democracy is like without a bill of rights.

"Democracy is two wolves and a lamb voting on what to have for lunch.

Liberty is a well-armed lamb contesting the vote!"
